There are supporters of the Reform Treaty who claim that it would lead to a more democratic Europe. There are others, who believe in the significance of a European Constitution and they argue against the treaty. However, a common belief is that there is no major difference between the treaty and a constition. Nevertheless, the Lisbon Treaty was ratified by all EU countries.
